Lips are surprisingly delicate, and yet we subject them to constant abuse. I’m pretty sure that lips know no abuse worse than cold, cold city winters. Outside we are subjected to air pollution, freezing gusts of wind, and if you’re really lucky, you get weather that includes sleet, hail, blizzards and freezing rain (woohoo!). When you combine that kind of onslaught with hot, dry indoor climates and the general bad habit of wintertime –too much alcohol and not enough water- you’re also looking at some major dehydration. The thin skin on our lips is no match for all this, and eventually they become irritated and inflamed. All this results in a bad habit I think 99% of us must suffer from, which is chronic lip licking and biting when lips feel irritated, which dries them out even more. now you are thinking how to get rid of chapped lips.
Chapped lips need to be protected from outside source of further dehydration so we usually put an occlusive agent like beeswax or glycerin on them. Then they can regain moisture from the inside and heal themselves.
Oils like coconut oil, Shea butter, castor oil or other emollient substance are good for softening the rough skin cells but they don't stay put very well so they are usually mixed with a base like beeswax.
This is the most basic form of lip balm:
oil + beeswax melted together. One emollient + one occlusive agent.
You could add essential oil or coloring like cocoa powder to your liking.

Olive oil is the best natural moisturiser and lubricant. The fatty acids in olive oil help cure dry and chapped lips, making them soft and supple. Apply olive twice a day for best results.

Water is the most essential part of our beauty regime. It helps to keep our body well hydrated. And lack of water results in dry and chapped lips. Therefore one should drink at least 10-12 glasses of water daily, for healthy body and smooth lips.
